Under no circumstances should you rub velvet. Even if you need to remove a stain, do not rub it. Wet a soft cloth with water and dab locally on the stain.
For more difficult stains, dip the cloth in a solution of ammonia and water (1/1), clean the stain and then wipe with a dry cotton cloth in the opposite direction of the hair. Synthetic leather cloths, used for cleaning cars, are also strongly advisable to use.
Finally, if the velvet you want to clean is made of silk, then it would be preferable to seek expert help.
